Overview

Frances is a Managing Associate in the Financial Regulation Group. She is experienced in advising a broad range of clients including retail banks, investment firms, asset managers, payment systems and payment service providers on a mixture of transactional, advisory and contentious matters.

She has particular experience advising clients on regulatory transactions, including authorisation applications, perimeter and supervisory matters, and change in control applications. In addition, Frances has experience in payments law, having advised clients on a wide variety of payments matters including implementation of the Second Payment Services Directive and authorisation.

Frances joined Linklaters following a number of years working in-house, and benefits from time spent seconded to a major private bank, assisting with Brexit planning / readiness, and more recently a Compliance role within an international bank.

Frances’s work highlights include advising:
  • a major investment bank with its Brexit strategy, implementation of related business restructuring and compliance with divergent UK and EU rules;
  • various clients on the regulatory implications of operating on a cross-border basis (including managing largescale multi-jurisdictional surveys);
  • on the structuring and authorisation of an electronic money institution; and
  • a variety of clients on notifications relating to proposed or actual changes in control, including Montagu on various acquisitions, such as a strategic stake in a leading provider of institutional governance, risk and compliance services to the asset management industry.
